Town Council — 2025-11-20

These are the approved minutes of the Centreville Town Council meeting on November 20, 2025, called to order by Vice President Jeffrey D. Kiel. The Council approved the November 6 minutes, reported two closed sessions held on November 6 (personnel interviews and consultation with counsel) with no actions taken, and heard appearances about the town’s Santa House (dates, a decorating contest with prize amounts, letters to Santa, and that the town will cover Santa costs) and from Dr. Matthew Kibler, interim County school superintendent, who discussed support for the Town and a feasibility study for the old Board of Education building. The Council made three appointments (Dan Worth to the Planning Commission to fill a vacated term, Tim McCluskey as Planning Commission alternate, and Russell Ruehl to the Personnel Review Board); McCluskey and Ruehl were sworn in at the meeting and Worth will be sworn later. Ordinance 14-2025 (to amend Chapter 54 Ethics) was presented for second reading with a public hearing set for December 4, 2025; Resolution 12-2025 (revised water and sewer allocation policy) was adopted unanimously; Resolution 15-2025 (designating a resident agent for service of process) was adopted unanimously; and Resolution 16-2025 amended Council rules regarding appearances and materials (appearances require Town Manager coordination with a Council member, presentations are limited to 10 minutes unless the Council agrees otherwise, requests for donations are not permitted, and materials must be submitted by Thursday noon the week before the meeting, with PowerPoint presentations not accepted the night of the meeting).
