Town Council — 2025-06-26

The Centreville Town Council met June 5, 2025. The Council approved the meeting minutes, read a Closed Session statement reporting a June 26, 2025 closed meeting about personnel performance and a potential legal claim with no actions taken, and heard no public comments in Citizens Forum. Ashlie Bagwell of Harris Jones & Malone reviewed Maryland General Assembly actions and bills affecting the Town, including sales tax changes for technology services, a cannabis tax increase, energy and building performance legislation, the Family and Medical Leave Insurance Program (effective Jan 2028), accessory dwelling unit legislation requiring Town action by October 2026, a new cybersecurity requirement for larger water/sewer systems, and an increase in municipal fine authority. The Council held public hearings and then unanimously approved Ordinance 09-2025 (allowing Town-incurred dangerous building costs to be assessed as a lien collectible like real estate taxes) and Ordinance 11-2025 (accepting Green Street Extended from the YMCA). Finance Director Karen Luffman updated the Council on a Town Solar Power Partnership, estimating about $20,000 in annual savings while Council members expressed reservations about impacts on farmland and whether savings justify the risk.
