The January 16, 2025 Centreville Town Council meeting was called to order by President Ashley H. Kaiser; the Council approved the January 2, 2025 minutes with amendments. A Comcast representative introduced himself and expressed interest in a franchise agreement with the Town. Representatives from DMS & Associates presented the Hillside Liquor redevelopment at 425 S. Commerce Street: a two‑story building with a 6,356 sq ft first floor liquor store and six apartments above, requesting town approval for water and sewer allocations (EDUs) and relocation of a 15' pedestrian easement because proposed stormwater features conflict with the existing easement; the Council discussed architecture, a ~2.5' retaining wall, SHA involvement, public benefit, and voted to table the requests for further investigation. Public Works updated the Council on the Wastewater Treatment Plant upgrade: the project will move forward with Enhanced Nutrient Removal using membrane bioreactor technology as the recommended, most cost‑effective solution; reverse osmosis was estimated to cost about $250,000/year plus disposal of ~250,000 gallons of reject water and was not pursued. Staff are seeking final PER approval from MDE, conducting a Corsica River mixing study (samples Dec/Jan/Feb and Apr/May/Jun at four points) and coordinating with DNR on spawning areas, plan to expand the spray‑field lagoon, noted current permitted capacity is 542,000 gallons with usage at about 80%, and reported WWTP lab renovations due to be completed in March 2025.
