Town Council — 2024-03-21

This is the Town of Centreville Council FY2025 budget work session held March 21, 2024. Finance Officer Karen Luffman presented the Operating and Capital budgets, reporting transfers from fund balance of $118,282 (General Fund) and $37,963 (Enterprise Fund) and noting a significant one-quarter increase in State-provided Licenses & Permits revenue that staff will ask the State to break down. Department-level changes were discussed in detail: A92 Administration increases of $277,000 for new positions (with the HR Specialist request pulled and consideration of contracting a part‑time PIO through MML), a request to reduce the external grant writer line because of an in‑house grant writer, and a council request for a detailed breakout of the aggregated $936,150 salary/benefits number. Other notable line changes include a $78,369 increase in Sewer (C21) with half covered by ARPA, a $28,531 increase for Landfill Waste Removal (C22) tied to contract costs, a $24,998 increase for the Reuse Farm, and department-specific increases or decreases for Police (pension decrease of $57,776), Streets, Parks, Cemetery, and Watershed; staff will go out to bid next year for the landfill contract when the option year ends. Citizens did not comment at either forum; Ms. Luffman provided a Capital Budget summary sheet, and the minutes end before the capital discussion is completed.
