These are minutes of the Town of Centreville Town Council FY2025 budget work session held March 14, 2024 at 5:30 p.m.; no citizens spoke. Council discussed a Health Premium Structure Analysis (town currently pays 85% of a fixed-rate premium across four tiers; the town is in the LGIT Health Co-Op and is self-insured); council asked for more review, noted conflicting data, will continue the discussion at the March 21 agenda and needs a decision by May 1, with staff to send a memo before the next session. Department-by-department operating budget changes were reviewed with specific increases and decreases: Legislative +$1,487; Planning Commission +$2,800; 105 N. Liberty Building +$6,497; Administration +$277,000 for new positions and memberships including a PIO and software; Police -$57,776 (pension) with new K9 and software lines; Streets +$7,978; Landfill Waste Removal +$28,531 (contract year/plan to bid next year); Parks +$11,542 (council limited extra funding, Public Works to manage decorations); Cemetery +$6,978 and note of a perpetual care account >$200,000; Watershed +$4,435; Sewer +$78,369 (chemical and contractor costs); Water +$9,854; Reuse Farm +$24,998. Capital items were included in the balanced budget: N. Liberty roof/chimney/fascia repairs, a proposed $25,000 class-and-comp study, and an ESRI GIS/asset implementation budgeted at $40,000.
