These are the minutes of the Centreville Town Council meeting held February 1, 2024. Council approved the January 18 minutes and unanimously adopted Resolution 03-2024 to amend the town flexible spending plan to the IRS-allowed maximum and Resolution 04-2024 establishing an employee travel policy with GSA-based per diems. The FY2024 mid-year update noted the town is migrating utility billing to Munibilling (with a customer portal) and is studying feasibility of monthly billing. The Park Advisory Board presented its 2023 annual report, including a grant application to finish Wharf Park improvements, plans to replace the Millstream Park pavilion and add a second, proposals for sensory gardens and benches, making the Fishing Derby/Movie Night an annual event, spring work at Pop Taylor Park, and an RFP to create a Millstream Park master plan. Council announced Ordinance 01-2024 to purchase Map 44C Parcel 1086 (land across from Millstream Park) using Program Open Space funds, with a public hearing set for March 7; a January 25 closed session had discussed acquiring real property in town. The Town Manager reported a conditional offer for Town Clerk and meetings with MDE about the wastewater treatment plant and stream discharge.
