Town Council — 2024-01-04

These are the minutes of the Centreville Town Council meeting held January 4, 2024 at the Liberty Building. The Council approved the December 7 and December 14, 2023 minutes and issued a closed session statement that the Council met December 14, 2023 to discuss personnel and on a 4-0 vote decided to extend an offer of employment related to the Town Manager hiring process. Appearances included presentation of Christmas Parade and tree-decorating winners, support for a Hometown Hero Banners program, an invitation to the Fallen Heroes Memorial Service, and a presentation by Green Thumb Industries on emissions and odor mitigation measures (including air filtration and exterior atomization) planned before summer 2024. In old business, Ordinance 05-2023 (amending zoning to allow indoor agriculture only in the Planned Business District) was withdrawn by a 3-2 vote after a motion to table failed. In new business the Council unanimously appointed Carolyn Brinkley as permanent Town Manager and she was given the Oath of Office, and the Finance Officer presented a proposed FY2025 budget work session schedule. The meeting also included citizen comments (several from Symphony Village and GTI representatives) and routine reports from boards and departments.
