The Centreville Town Council met November 16, 2023. The Council held a closed session at 6:17 p.m. to discuss personnel and to consult with counsel (five members voted to close the session) and reported no actions were taken. At the public meeting, oaths were administered to three appointees (Jennifer Wilson to the Board of Supervisors of Elections, Heather Watson to the Personnel Review Board, and Wendy Hubbert to the Park Advisory Board, each for terms expiring April 2026). The Council opened and then unanimously approved Ordinance 07-2023, an amendment to the FY2023 Budget increasing the General Fund by $3,774 and the Enterprise Fund by $283,230. On Little Kidwell Avenue the Council reported no bids were received for speed humps, agreed in principle to install speed humps in spring, pursue lowering the speed limit to 15 mph during school hours, and add crosswalks pending cost approval; a stop-sign reinstall at Spring Street was suggested. Regarding the Little Kidwell Avenue extension, the Council unanimously approved curbside parking on the YMCA side and on the opposite side only adjacent to the existing residential lot and decided no bike lanes will be permitted. The FY2023 audit was completed with no issues and submitted to state agencies. The Council approved end-of-year employee items: a $15 gift card, a December 8 employee Christmas breakfast, a $100 holiday bonus, rescheduled the December 21 meeting to December 14 for Comprehensive Plan review, and set the Volunteer Appreciation Dinner for January 20, 2024.
