Town Council — 2023-09-21

The Centreville Town Council met September 21, 2023. The Council held a closed session at 6:30 p.m. to consult with counsel about potential litigation (no actions taken) and approved the August 17, 2023 meeting minutes. In open session they administered the oath of office to Penny Lins for the Board of Zoning Appeals and heard representatives from 152 Comet Drive, LLC / Green Thumb Industries about persistent odor complaints; GTI said it will develop an odor-reduction mitigation plan in 60–90 days with 5–6 months for implementation, reported 68 total employees (20 in outdoor cultivation), and said it will not seek expansion approvals while the plan is underway. The Council opened a public hearing on Ordinance 05-2023 to limit agriculture in the Planned Business District to indoor uses, received both pro and con public comments, and after discussion tabled the ordinance for three months to be heard again January 4, 2024. The Council also opened a public hearing on Resolution 11-2023 to adopt the Town Comprehensive Plan: 2040, noted the Planning Commission has worked on the plan for two years, and recorded that no one spoke in favor at that point in the minutes.
