The Centreville Town Council met July 20, 2023 at the Liberty Building. The Council held a closed session at 6:00 p.m. to discuss personnel matters and a potential parcel acquisition, and later appointed Penny Lins to the Board of Zoning Appeals. At the regular meeting the Council approved the June 1, 2023 minutes as amended, heard multiple citizens speak about a proposed plastic bag ban, and passed Ordinance 02-2023 to prohibit retail plastic carryout bags with an amendment removing the words “by a pharmacy”; Council Member Worth recused from that vote. A proposed amendment to exempt very small bags (under one-third cubic foot) and eliminate the bag fee for those bags failed. Ordinance 03-2023 (penalty section cleanup) was referred to the Planning Commission for its August 16 meeting and will have a public hearing at the August 17 Council meeting; Resolution 08-2023 (municipal infraction fines) was tabled until August 17 pending that process. Council agreed there should be a more proactive code enforcement approach using the 10 hours/week budgeted for code enforcement. The agenda also shows a first reading of Ordinance 04-2023 (electronic signs).
