Town Council — 2023-05-04

The Town Council met May 4, 2023 at the Liberty Building with Council President Steven Kline, Council members Beauchamp, Johnson and Worth, town staff, and police present. The Council unanimously approved minutes from April meetings and approved Resolution 05-2023 adopting a travel policy for council members. The Council adopted Resolution 07-2023 amending the Personnel Manual, including changing “Director of Administration” to “Town Manager” (Page 40, Sec. 10.D) and changing “County” to “Town” (Page 54, Sec. 4.E). First readings were held for Ordinance 01-2023 (FY2024 budget; no comments at this time) and Ordinance 02-2023 (plastic bag ban); Council debated the plastic bag ordinance, agreed to strike one whereas, discussed fees and county coordination, and set a public hearing for June 1; members of the public spoke both for and against the bag ban. Fred McNeil presented a proposal for a Centreville Trail Volunteer Bike Patrol modeled on the Kent Island Trail program that would assist trail users with minor issues, provide water and swag, and operate with no police presence as described.
