This file contains the April 6, 2023 Town Council agenda, the approved minutes of the April 6, 2023 budget work session, and the text of Resolution 05-2023 (a travel policy for Council members). The budget work session covered IT changes (request to create towncouncil@townofcentreville.org and an email retention policy when switching IT), a recalculation of property tax revenue at a constant yield rate of $0.5207 ($3,410,535, a $76,522 decrease), and staffing/bid issues for water and wastewater operations (only one bidder, Maryland Environmental Service (MES), submitted a $309,000 bid; a July 1 transition date is planned and the Council requested a cost comparison of MES versus the Town running the plants). The Council discussed a large equipment request (a Vactron truck estimated at ~$520,000), water meter replacements (150 meters ordered in Dec 2022 for delivery expected Dec 2023 for Symphony Village and North Brook), contractor costs ($350/hour), and transfers of vehicles/assets (F250, Humvee) and asked for a formal policy on interdepartmental asset/monetary transfers. Action items recorded were: (1) provide a MES vs. Town cost comparison for operating the water/wastewater plants and (2) present a capital priority list at the next budget work session. Resolution 05-2023 states Council Members must pay registration and travel expenses (hotels, mileage, meals) and may submit those expenses to the Town Finance Office for reimbursement after attendance.
