This is the Town Council budget work session for Centreville on March 23, 2023. Council reviewed a debt reduction proposal and discussed using town funds to pay down loans; Council voted unanimously to use $1,480,039 from the funds balance to pay off the ARRA loan ($381,439) and the 2012 A1/A2 bonds ($1,098,600). The council noted a $7.3 million funds balance and discussed wastewater treatment plant options (staff recommended a phased approach pending the preliminary engineering report), pipe costs, and the need for additional farm capacity. Staff reported an 11% increase in health insurance (8% prescription, 3% claims) and were asked to show FY23–FY24 increases by department; end-of-service payout and leave liabilities were also requested for review. Department budget actions included keeping the public utility tax at $13, adding $3,000 for QACTV in Planning & Zoning, proposed reductions in legislative travel lines, requests for software and staffing detail in Administration, and leaving the Goodwill Volunteer Fire Company contribution at $45,000 pending more information.
