The March 2, 2023 Centreville Town Council meeting opened with approval of the February 16 minutes and citizen comments about speeding in Providence Farm. Council reviewed and agreed to revise the Rules of Council to streamline meetings (keeping two comment periods, announcing pre-filed public comments, and batching written correspondence for hearings) with Councilmember Worth to update and redistribute the rules. A 9-day speed study on Little Kidwell Avenue showed 3,888 vehicles with an average speed of 19.5 mph, and by consensus the Council agreed to install speed humps there. Vice President Kaiser raised concerns about code enforcement—reporting 124 hours with no fines or closed cases—and the Town Manager and Town Attorney are preparing clearer code language and a fine schedule. The Town Manager reported the FY2024 budget is currently in the red and outlined actions including pursuing federal earmarks, submitting right-of-entry for farm testing, work on the wastewater Preliminary Engineering Report (uncoupling plant and spray field for planning), a required fire hydrant for a Taco Bell site (only one hydrant installed due to cost), a forthcoming smoke test on 4-H Park Road for I&I, and distribution of a draft Personnel Manual.
