The Council met November 3, 2022; members and key staff were present and the October 20, 2022 minutes were approved. The Council held a closed session on personnel matters (a Personnel Review Board recommendation and an application for a board/commission) with no actions taken. A public hearing on Ordinance 09-2022 (Carter Farm Growth Allocation) remained open for two additional weeks; speakers both in favor (Sandy Huffer, Rob Etgen) and opposed (Tim McCluskey, Tim O’Brien, Fred Beu, Bob McGrory and many others named in submitted letters/comments) were recorded, and the public hearing was then adjourned by unanimous vote. Council Member Johnson presented community questions about the Carter Farm project from a citizen meeting—items listed included absence of a business plan, how the project qualifies as an “agrihood,” mandatory CSA membership and costs, property tax/tax base calculations, possible town subsidies, wastewater treatment timing, release of the full traffic study and traffic mitigation, and status of a crime impact study.
