The Town Council meeting on October 20, 2022 was called to order and the October 6 minutes were approved unanimously. The Council held a closed session on personnel matters (five members voted to close; no actions taken). Robert L. Hobbs was appointed and sworn in as Chief of Police and A/Lt. Andy Larrimore was promoted to Lieutenant. Main Street Manager Carol D’Agostino reported on attendance, sponsorships, vendors, and volunteers for 2022 Centreville Day. A public hearing was held on Ordinance 09-2022 (Carter Farm Growth Allocation) for a proposed 40.372-acre development by Green Development, Inc. seeking reclassification from LDA to IDA for 126 dwelling units; no one spoke in favor, several residents (Tim McCluskey, Wendy Hubbert, Cal Gray, Jr., Andrea Jarrard, and Joe Brown) spoke in opposition, the Council left the record open for two weeks for additional comments, and the hearing was adjourned; during the second reading Councilmember Johnson noted unanswered questions and offered to meet with citizens about the project.
