This record is the agenda and approved minutes for the Centreville Town Council meeting on September 15, 2022. The Council approved the September 1 minutes and published a closed-session statement that a September 1 closed session discussed personnel performance with no actions taken. Citizens commented on the Queen Anne’s County Legacy Foundation, Carter Farm, Wharf Park, and requested that the Phase I archaeological study be reinserted into Carter Farm requirements. Ordinance 09-2022 (Carter Farm growth allocation) received a first reading and Council asked that language reinstating the Phase I archaeological study be added; a public hearing is scheduled for October 20. By consensus the Council agreed to remove remaining coin-operated parking meters and install 2-hour parking signs. Department reports included Town Manager updates on lobbying firm interviews, Kidwell Avenue plans, and code violations; Police updates (August statistics and a K9 training); Finance monitoring of ICS rates and confirmation that water/sewer allocation fees are held in an Enterprise Fund (Council will draft an ordinance on their use); and Public Works reports that Maryland Environmental Service began operating the water and wastewater plants on September 1, a wastewater drying bed will be cleaned, meter reads are nearly complete, and coordination with Symphony Village on a meter-antenna and flagpole.
