Town Council — 2022-09-01

The Centreville Town Council met September 1, 2022; attendance and staff were recorded and the August 18, 2022 meeting minutes were approved unanimously. The Council reported two recent closed sessions: August 8, 2022 (personnel) where the Council voted not to continue a town employee’s contract (four in favor, one abstention), and September 1, 2022 (personnel) where no actions were taken. In Old Business the Carter Farm developers presented a slide show and a Traffic Concepts study of nine intersections (peak-hour counts 7–9 a.m. and 4–6 p.m.), using a 2% growth factor and a total projected volume increase of 17%; the study treated internal commercial trips as external and concluded intersections would operate at Level of Service A. Developers described the project as a professionally run working farm with a farmer and an advisory panel of farmers, said repair/maintenance costs are reasonable, reported an archaeological Phase I study would be done within 60 days of approval, and said a full market study is expected for the September 15 meeting. Council members asked about comparable market areas and expressed concern about sewer allocation and the town wastewater treatment plant; the attorney said she would obtain Council feedback if an ordinance were introduced at the September 15 meeting.
