Town Council — 2022-05-19

The May 19, 2022 Centreville Town Council meeting opened at 7:00 p.m.; council approved the May 5, 2022 minutes and heard citizens who raised concerns about increased tax revenue and about the Carter Farm project (including sewer capacity and lack of posted information). A public hearing on Ordinance 08-2022 (FY2023 budget) was held; no one spoke in favor, one resident (Joe Brown) spoke in opposition, and the hearing was adjourned. A second public hearing considered a growth allocation request for the Carter Farm Traditional Neighborhood Development: presenters said the project proposes 126 units, includes a commercial area fronting Chesterfield Avenue, requests reclassification from Limited Development Area (LDA) to Intensely Developed Area (IDA) for roughly 40+ acres of the Town’s available growth allocation (the Town has 186 acres available), and proposes about 21 acres of open space including a shoreline buffer and a public “Yellow Bank Stream Trail.” Speakers noted a required buffer management plan, invasive species issues, and a stormwater requirement to demonstrate a 10% reduction below current conditions; the next step noted was a Planning Commission hearing on the Planned Unit Development (PUD).
