Town Council — 2022-05-05

The Centreville Town Council met May 5, 2022, convened by President Steven K. Kline; the April 14 budget work session and April 21 meeting minutes were approved and there were no citizen comments. Consultants from Murphy & Dittenhafer presented a municipal building feasibility study covering the Board of Education site, the Town-owned Pennsylvania Avenue parcel, and John Andrews Blvd/Vincit Street (the current Police Department/Public Works yard was not considered); Council asked staff to review other Town-owned properties for possible sale and discussed fundraising ideas. The Council reviewed Sections I, III, VII, X, XI, and XII of the Personnel Manual with Charter and Code amendment proposals to follow; Ordinance 08-2022 (FY2023 budget) was read for first reading with a public hearing set for May 19th; Resolution 03-2022 authorizing a public works agreement for the Queen Anne’s County YMCA was approved unanimously. Board and commission reports focused on Economic Development coordination and Park Advisory Board updates — new pavilion lights, trash cans, grills, remaining grant funds, a $135,000 budget line for Phase II of the Millstream Trail, several potential park projects, support for the QAC Dog Park, and a nonfunctional fire extinguisher at the Wharf — and the Planning Commission met to review the comprehensive plan. In department reports the Town Manager noted kickoff of planning/design for the wastewater treatment plant upgrade with Whitman Requardt & Associates, a mailing to businesses correcting EDU charges, and 16 code enforcement issues in April with 12 closed; a structural engineer inspected the old mill.
