Town Council — 2022-04-21

The Centreville Town Council meeting on April 21, 2022 approved the April 7 budget work session and meeting minutes unanimously and heard a citizen comment about the Carter Farm development and the town’s sewer treatment plant. The Planning Commission reported a favorable recommendation for growth allocation for Carter Farm with conditions, including dedication of Yellow Bank Stream frontage as open space, habitat/water-quality enhancements (e.g., afforestation or stormwater best management practices), some preservation of the Carter farmhouse, maintaining the Chesterfield Avenue sight line, and further review of the project’s commercial, agricultural and sewer-capacity impacts. The Council agreed by consensus to hold a Town Council public hearing on the growth allocation on May 19. Council also referred Ordinance 07-2022 (a text amendment to increase allowed convenience store square footage from 2,000 to 5,500, excluding the Central Business District, prompted by a potential Royal Farms) to the Planning Commission by unanimous vote. Department reports noted wharf pavilion lights installed, about $40,000 in past undercharges for EDU/water billing are being corrected, and the YMCA project is ready to pursue permits pending approval of the Public Works Agreement to appear in the next packet.
