This record is the Town of Centreville Town Council FY2023 budget work session held March 31, 2022, called by Council President Steven K. Kline. Finance Officer Karen Luffman reviewed the Enterprise Fund (projected revenue $2,926,091) and reported a current $180,145 Enterprise deficit that could be eliminated if the 2012 Kidwell Avenue bond ($1.46 million) is paid off July 1; the 2016 and 2017 bonds are not eligible for payoff until 2025 and 2026. The Council approved several capital and budget decisions: purchase of two police vehicles ($98,498), payoff of the current body-worn camera contract ($8,740), purchase of six ballistic vests ($9,000), approval of ballistic helmets (4–1) and rifle vest plates (3–2), reduction of parking meter funding from $20,000 to $1,000, keeping $25,000 for Town Hall painting/carpet (4–1), removing the $30,000 revolving sidewalk fund, and adding a $12,000 lawn mower for Streets. Staffing proposals produced mixed results: no consensus on two new police officers, zoning administrator was tabled, and human resources and administrative assistant positions were deferred; the Council also voted to keep the public utility tax rate at $13.00 (4–1), cut the donations line from $6,000 to $1,000 (4–1), and move the Insured Cash Sweep account to a variable interest rate; no citizens spoke and the meeting adjourned at 7:51 p.m.
