These are the minutes of the Centreville Town Council FY2023 budget work session on March 24, 2022, where council and staff reviewed insurance, personnel costs, departmental operating and capital budgets, utility and tax rate topics, and debt and fund balance items. Staff reported a 9.6% increase in health insurance (8% prescription, 1% claims) and the Council agreed by consensus to keep the Town/employee premium split at 85%/15% and to accept the rate increase. The Council approved a 3% COLA effective in March and agreed not to add another COLA for the FY23 budget, kept the end-of-service payout at 0.5% of salary, and included a 5% placeholder increase for property/liability insurance pending final rates. Department reviews noted the police request for two additional officers and two promotions (one new officer costs $106,127) to be revisited when all members attend the March 31 session; the Council asked for a debt reduction plan, removed a $30,000 line for sidewalk refurbishment, kept the Goodwill Volunteer Fire Company donation at $45,000, and agreed that 90% of cemetery interest continue to go to the Chesterfield Cemetery Advisory Committee. No citizens spoke; the meeting adjourned at 8:26 p.m.
