The January 20, 2022 Centreville Town Council meeting opened with approval of the January 6 minutes, a closed session (land acquisition, personnel, and legal consultation; no action taken), and the swearing-in of Charles “Chip” Koogle as Town Manager. Major discussion focused on the Wastewater Treatment Plant (WWTP) upgrade: MDE requires an alternatives analysis to be added to the Whitman Requardt & Associates contract, state funding applications (due Jan 31) are being prepared, and the Council by consensus approved upgrading the WWTP to 1 MGD; staff will pursue public outreach with homeowners associations and sector meetings and a drafted letter to the State legislature requesting full funding was noted. On allocations, the Town reported 83% capacity and will amend a contract for an Inflow & Infiltration (I&I) study to include the stretch from 4‑H Park Road to the North Interceptor. The FY2022 mid‑year update included discussion of cemetery operations (with a suggestion to consult the state agency overseeing cemeteries), and the Council asked staff to return options for parking meters at the February 17 meeting and for a five‑year grants history. Resolution 01‑2022 (charter amendment repeal of Section 523) and Ordinance 01‑2022 (Purchases and Contracts, Chapter 105) were on the agenda for first readings; the minutes record them on the agenda but provide no detailed action on those items.
