These are the minutes of the Centreville Town Council meeting held November 4, 2021 at the Liberty Building. The Council approved the October 21, 2021 minutes and met in a closed session on personnel (board/commission interviews) and land acquisition with no actions taken. The Council passed Ordinance 12-2021 (allowing the Planned Unit Development overlay in the Traditional Neighborhood District) and Ordinance 13-2021 (amending subdivision regulations to regulate woonerfs, revise sidewalk standards, and allow street-standard flexibility for PUDs); both ordinances passed 4–1 with Mr. Kiel opposed. The Council adopted Resolution 08-2021 implementing an education equivalency policy (three years of experience equals one year of education) and amended department career ladders. Staff approved several end-of-year items: a $100 employee holiday bonus plus a $15 ACME gift card for a turkey, an employee Christmas breakfast on December 10, continued Juneteenth observance, Christmas holidays on December 23–24, and an annual appreciation dinner on January 22, 2022. Director of Public Works Kip Matthews presented a bid package for on-call utility and street construction services; no citizens offered comments.
