This is the minutes of the Centreville Town Council FY2022 budget work session held April 8, 2021. Key actions: the Council voted to raise the public utility tax to $13 per $100 and split that revenue 50% to the general fund and 50% to the permanent fund; they changed the enterprise-to-general fund staff cost allocation from 20% to 35%; and they agreed by consensus to encumber C11 (Snow Removal), C11 (Uniform Clothing), D10 (Park Advisory Board), and H60 (Cemetery Advisory Committee) line items. On Fiscal Recovery Act funds, the Council agreed to $350,000 for project management contractor work, decided not to pursue a broadband pilot project, approved using $1.5 million of Recovery Act funds plus a $1 million loan (to be repaid from farm rent) to purchase a farm, and directed $923,710 to be carried into FY23 for capital improvement projects with a requested priority list from Public Works. The Council also voted to retain the tax differential for FY2022 and noted capital concerns discussed included sewer inflow & infiltration studies/repairs and fire hydrant replacements.
