These are the minutes of the Town of Centreville Town Council FY2022 budget work session held April 1, 2021. Council members discussed the tax differential (some members favor retaining it for FY2022, one member requested deferring a final decision and another suggested splitting it with citizens), and Mr. McCluskey supported raising the public utility tax to $13.00 while Mr. Kline will research regional practices. The Council by consensus kept a 25% water and sewer rate increase for FY2022, approved implementing salary study changes retroactive to January 1 (including hiring two new utility workers at the new rates), and agreed to a step increase plus a 1% COLA effective July 1, 2021. The Council also agreed to the proposed compensation payout (to be formalized April 15), to set aside 2% of salaries annually for an end-of-service payout account, to remain in the Insured Cash Sweep at 0.45% interest locked for one year, and to adjust the budget to reflect Public Utility Tax transfers, the proposed tax differential, and Fiscal Recovery Act funds; two General Fund capital items (parking kiosks and wharf building upgrade) were removed and Enterprise Fund capital will be reviewed at the next session.
