Town Council — 2021-01-07

The Town Council met on January 7, 2021; members approved the December 17, 2020 minutes and heard a citizens comment from Sveinn Storm. Council announced the winners of the 2020 Christmas Tree Decorating Contest (1st: Girl Scout Troop 446; 2nd: Day Care, Inc.; 3rd: Girl Scout Troop 1271) and administered oaths of office to Tim Zuella (Planning Commission) and Steve Layden (Board of Zoning Appeals). Raymond Aaron and Wayne Bloodsworth of the Goodwill Fire Company described the volunteer/paid staffing model and received the Town’s $45,000 annual donation (split $25,000 to ambulance services and $20,000 to fire services). Michael Whitehill presented the Centreville Park Advisory Board’s mission, membership, recent grant funding ($558,203 awarded for Wharf Park and boat slips, plus $199,000 under review), and proposed projects (trail stabilization, Millstream Park grading, outdoor fitness stations, dog park concept, metal art at the Wharf, wetland restoration); the Board requested its budget be encumbered yearly. Council read Ordinance 11-2020 (text amendment to allow museums by right in the R-2 zoning district), set a public hearing for January 21, and referred several specific questions (including whether the amendment should apply to R-3 and concerns about tying the ordinance to readiness of the Women’s Museum) to the Planning Commission for its January 20 meeting.
