Town Council — 2020-06-11

The Town Council met June 11, 2020; members and staff attended in person and via Zoom and the Council unanimously approved the May 14, May 21, and June 4 meeting minutes. A public hearing opened at 7:05 p.m. on Ordinance 05-2020 (FY2021 budget) and Ordinance 06-2020 (water and sewer user/service fees including out-of-town customer increases); no public comments were received and both ordinances were subsequently approved. Consultant Michael Whitehill reported that previous SHA streetscape work was paused because of failing town utilities and said completing the utilities upgrades positions the Town to pursue a new SHA streetscape design. The Council approved five North Brook Water Treatment Plant equipment purchase requests (including installation of a turbidity meter) and voted to encumber $20,743.50 from FY20 to FY21 to complete Church Lane. In new business, Council President Morgan recused on Ordinance 07-2020 (land sale of Parcel I); staff reported three appraisals ($275,000; $130,000; $140,000), noted a large utility easement limits use, reported Queen Anne’s County offered $160,000, and Mr. McCluskey read the ordinance to authorize conveyance by special warranty deed.
