These are the minutes of the Centreville Town Council meeting held April 9, 2020. The Council approved the March 19, 2020 minutes, received no citizen comments (none submitted by the 5:00 p.m. deadline), and had no new information on the planned fireworks event. For the North Brook discolored water issue the Town is awaiting a delayed McCrone Engineering report (expected in about two weeks) and has worked with MDE; three recent complaints were noted with one attributable to work at the elementary school. The Council agreed by consensus to develop a COVID-19 water/sewer payment plan and asked staff to modify the current agreement to allow deferred and extended payments for review at the April 16 meeting. The Council approved implementing digital signatures via AccuFund at no additional cost (with unbudgeted items still requiring live signatures), confirmed an emergency pump replacement at the North pump station (purchase via email approval for $21,493, delivery in 3–4 weeks), and unanimously approved a filter media purchase from Hungerford and Terry, Inc. for $30,925.87. Department reports noted ongoing work on the budget and COVID-19 policies, the police March statistics were provided, the Town Attorney announced a public hearing on charter amendments at the April 16 meeting with comments open through the May 7 meeting, and staff were thanked during the Council roundtable; a budget work session followed, with discussion of using a “barebones” or last year’s budget given economic uncertainty.
