The Centreville Planning Commission met March 20, 2024 (called to order at 7:00 p.m., adjourned at 9:00 p.m.) with Chair Kara Willis, Vice Chair Tim Zuella, Secretary Mitchell Delaney, members Pat Fox and Nancy Emerick, Council Member Dan Worth, Acting Town Attorney Will Chapman, Town Planner Stacey Dahlstrom, and staff. The Commission approved minutes from February 21 (as amended) and the March 6 work session. Members discussed proposed amendments to the Planning & Zoning Commission Bylaws including restoring the Chair’s ability to vote, removing related quorum language, updating the preamble wording to match the Town Charter, adding language to allow virtual participation while counting only physically present members toward a quorum, and adding the same virtual-participation language to the Rules (Section 8). For zoning map amendments Planner Dahlstrom identified two parcels (401 and 409 Kidwell Avenue) shown as commercial on the Future Land Use Map that are residential and noted the commercial designation of the parcels containing the Food Lion shopping center, Walgreens, McDonald’s, and AutoZone may differ from their current Planned Business District zoning and requires further research. No citizens spoke; Council Member Worth reported the Town Council forwarded an Annexation Resolution and indicated an ordinance to rezone that annexed land to R-1 may be forwarded to the Commission the following day.
