Planning Commission — 2024-03-06

The Centreville Planning Commission met in a work session on March 6, 2024 (called to order by Chair Kara Willis at 7:03 p.m.) with commissioners, a town council member, town attorney, town planner, and administrative assistant present. The main action was a review and cleanup of the zoning map: staff provided a large-format county zoning map and a table of properties, and the commission agreed to change several parcels to Central Business District (CBD) to match current uses (including 103–107 N. Liberty St., 209 Broadway, 202 W. Water St., all of Pennsylvania Avenue and 210 E. Water St., 211–401 E. Water St. north side, and 405–545 Railroad Ave. north side), to remove PRA(C-1) from the map, leave Ridgeview Court as PRA(R-3), and designate Renaissance Chase apartments at 303 Queen Anne Circle as R-3. Procedural items: the March 20 meeting location will be decided later, the next work session is April 3, review of the Planning & Zoning Commission bylaws was postponed, and Council Member Daniel Worth reported an upcoming annexation application for the northern half of growth area four. The packet also included Planning Commission 2024 workplan recommendations and excerpts from the 2040 Comprehensive Plan recommending revisions to the town’s Water and Sewer Allocation Policy to prioritize “complete neighborhoods,” use of the Maryland Zoning CheckUp tool, and zoning review topics such as accessory dwelling units (ADUs), the method for averaging/build-to setbacks in the CBD, and incentives for clustered housing, open space, trails, and renewable energy.
