Planning Commission — 2023-09-20

These are the minutes of the Centreville Planning Commission meeting on September 20, 2023. The commission approved the August 16, 2023 minutes and voted 5-1 to forward an unfavorable recommendation to Town Council on Ordinance 05-2023 (Chapter 170 — Indoor Agriculture). Discussion centered on odor complaints linked to Green Thumb Industries, whether the ordinance would stop annual outdoor tilling (the commission was told continued regular tilling would remain a nonconforming use), and that the ordinance does not address internal exhaust/odor controls; a suggestion was made to require GTI to present an odor mitigation plan or to draft odor-limiting rules instead of broadly limiting grow. Representatives from Green Thumb Industries and residents of Symphony Village spoke during public comment. Council President Kline noted Town Council will hold a public hearing on the ordinance (and the Comprehensive Plan) on September 21, 2023.
