The Centreville Planning Commission met July 19, 2023. Chair Kara Willis opened the meeting, announced the MPCA conference and that Town Planner Chris Jakubiak will leave at the end of August, and the Commission approved minutes from June 21 and July 5. In zoning discussion the Commission reviewed a proposal from Drapers and the Town Attorney outlined three possible primary uses (liquor store/general retail, convenience store with a size limit, and restaurant/take-out) and said a Zoning Administrator could use percentage of sales to determine primary use; advertising found showed alcohol and sub sales and hours more like carry-out. The Commission discussed detailed edits to the Draft Comprehensive Plan including updated maps and 2020 Census data, added language about the Parks Master Plan and design guidelines, specific changes about municipal water (two operating wells and three storage tanks with capacities), wastewater/annexation contribution language, and a Fair Housing text addition; members voted to hold a special meeting on August 2, 2023 to finalize review. Council President Kline reported that ordinances on a plastic bag ban, electronic signs, and indoor agriculture were on the Town Council agenda for July 20.
