These are the minutes of the Centreville Planning Commission work session on July 5, 2023, focused on a line-by-line discussion of the Draft Comprehensive Plan. Commissioners reviewed organizational changes (revised Table of Contents, chapter reorder, glossary insert) and instructed specific text and map edits across many pages, including encouragement of mixed-use development along Pennsylvania Avenue, removal of PUD from Map 4, and clarification of a PUD flexibility approach for qualifying tracts (e.g., parcels 10+ acres). The Commission recommended eliminating TND provisions from the Zoning Ordinance and applying lower density for the Carter Farm due to traffic, commercial competition, and environmental concerns; they also called for reevaluation of residential zoning densities tied to projected growth and WWTP expansion, stronger open-space requirements in subdivision rules, updated park design guidance and coordination with Queen Anne’s County, and a number of data and footnote corrections.
