The Centreville Planning Commission met June 21, 2023; members unanimously approved four sets of prior minutes and heard two informal project reviews. The main discussion reviewed a conceptual plan for a new Drapers Liquor Store (Paige Evans / JEJ, LLC; Tom Davis, DMS & Associates; Torchio Architects) proposing a new ~5,000+ sq ft building, expanded retail and grab-and-go food service, no indoor seating, larger coolers, on-site parking (with possible easements to American Legion), and extensive landscaping along Rt. 213. Commissioners noted recurring flooding and vehicle safety problems at the existing site, said the State Highway Administration approved the proposed entrances, and raised use-classification questions (liquor store vs. convenience store vs. carry-out restaurant), size limits in the Code, and the need for a Zoning Administrator or Town attorney determination. Staff also noted missing site-plan elements (sidewalk/pedestrian access and additional landscaping along the building’s north side); the commission’s consensus was that parking in front could be allowable if substantial landscaping and pedestrian access are provided. A second informal review for a mixed residential Spring Street project (Farmingdale, LLC / Lacrosse Homes) was begun but the minutes truncate during that presentation.
