This is the minutes of the Centreville Planning Commission work session on May 3, 2023. Commissioners and staff (Chair Kara Willis, Vice Chair Tim Zuella, Secretary Mitchell Delaney, Town Council President Steven K. Kline, Council Member Daniel B. Worth, and Administrative Assistant Betty Jean Hall) discussed the draft Comprehensive Plan, focusing on Planned Unit Development (PUD) language — praising mixed use, housing variety, limited commercial space, significant open space, and flexibility that gives the Planning Commission control over density and canopy cover. Commissioners raised concerns with counting agriculture as open space, a perceived emphasis on parking over walkability, and allowing woonerfs in place of sidewalks; Ms. Willis proposed recommending creation of a new zoning district for infill parcels and revisiting the PUD, and the group agreed a campus-style Technology Enterprise District image fit the vision. A to-do list was recorded (reorganize plan chapters, add an acronym list, and include fold-out map references), the council reported budgeted but delayed QACTV recording/streaming due to scheduling and capacity constraints, no citizens spoke, and the session adjourned at 8:27 p.m.
