Planning Commission — 2023-03-15

These are the minutes of the Centreville Planning Commission meeting on March 15, 2023. The Commission approved the Feb. 1 (as amended), Feb. 15, and March 1 work session/meeting minutes, heard no citizen comments, and received an informal architecture presentation from WGM Architects about the proposed Queen Anne’s County Board of Education building (interior modules about 4,000 sq. ft., translucent insulated fiberglass panels for diffused daylight, exterior of brick, translucent panels, and metal roof/wall panels). The Commission opened public comment on the draft comprehensive plan until a public hearing is set and reviewed tracked changes: text replacing Light Industrial District with a Technology Enterprise District, designation of everything south of the Taylor Mill Road extension as farmland preservation, an edit replacing a reference to U.S. Route 13 with Route 301 and a needed acreage readjustment, language on mixed commercial/residential infill, and a recommendation to extend the CBD along the north side of Railroad Avenue to Little Hut Drive and the east side of Pennsylvania Avenue. Commissioners spent substantial time discussing Planned Unit Developments (PUDs): how a PUD can “float” over parcels, can allow development flexibility similar to R-3 without increasing allowable density, and that the draft plan encourages required PUDs on large tracts with codified expectations rather than leaving them optional; the alternative of keeping conventional R-1 zoning for predictability and lower density was also noted. Commissioners were instructed to review PUD and TND wording in the zoning code and the subdivision regulations table before making further recommendations; the meeting adjourned at 9:43 p.m.
