Planning Commission — 2023-03-01

The Centreville Planning Commission met March 1, 2023; attendees included Chair Kara Willis, Vice Chair Tim Zuella, member Wendy Emerson, Town Council President Steven K. Kline, Town Planner Christopher Jakubiak, and an administrative assistant. No citizens spoke. The main discussion reviewed the Draft Comprehensive Plan with a focus on creating a Technology Enterprise District (TED): the Commission reviewed Queen Anne’s County zoning descriptions for Log Canoe Circle and the zoning used for a Rt. 50 medical facility as models, agreed to relabel the lavender area on the Future Land Use Map and change the page 26 heading to "Technology Enterprise District," and reword page 26 to recommend reserving the area for master-developed, cohesively planned corporate/business/professional office complexes, medical and technology campuses in a park-like setting. The Commission decided to remove a proposed growth area southwest of the current town boundary, noted that Planned Unit Developments (PUDs) do not have to appear on the Future Land Use Map though the Planner wants to review PUD application patterns, and said the Commission can recommend that Growth Allocation not be approved for the Carter Farm because it lies within the Critical Area. The Council report noted interim code enforcement coverage by Jeff Kiel until Bob Davis returns in May, referenced a WATEK presentation and Maryland Department of the Environment clarification about farm ownership for wastewater discharge versus the county requirement, and announced two Town Council seats will be open in the October election. The meeting adjourned at 8:43 p.m.; appended in the record are acreage, zoning, and potential build-out figures for Turpin, Carter, Chesterfield Avenue, and several R-1 parcels as listed in the minutes.
