The Centreville Planning Commission met February 15, 2023. The Commission approved the January 18, 2023 minutes and held an appearance by Bohler Engineering on behalf of Taco Bell for a final site plan and minor subdivision at Rt. 213 and Laser Drive; the Commission unanimously approved the final site plan with conditions to address comments 1 and 2 of the February 8, 2023 staff memo and required confirmation that Queen Anne’s County approvals (stormwater, grading, sediment and erosion control) be obtained before Town signatures. The minor subdivision plat was also approved with changes to signature lines to substitute Town officials for county signature blocks and removal of two county certificate lines. Commissioners discussed and declined to require a sidewalk along the Laser Drive access road after hearing Public Works’ request and concerns from a neighboring business park owner. The Commission held a public hearing on the Draft Comprehensive Plan (planner summarized five major goals: water/sewer expansion, economic development, street character, neighborhood/open space connections, and future neighborhood guidance), received one public comment about trails, mixed-use and gateway character, and agreed on several edits to the Draft Plan (including relocating and renaming a paragraph on the MD Rt. 213 & 301 interchange, removing a purple growth-area circle from maps, noting the Rt. 301/304 area as a Technology Enterprise District, scheduling a March 1 work session, and further review of Chapter III tables/figures and an added paragraph on page 54 about environmental recommendations limiting development potential).
