These are the minutes of the Centreville Planning Commission meeting on December 21, 2022. The Commission approved the October 19, 2022 meeting minutes (the October 5 workshop minutes were deferred) and by consensus forwarded favorable recommendations to the Board of Appeals for two special exception requests: a short-term rental at 204 Corsica Street (William and Stephanie Fritz) and a Government Office/Public Structure on Lot 19B Vincit Street (Queen Anne’s County Board of Education). The Board of Education concept site plan was reviewed: a roughly 34,000 sq ft central office building on a ~7-acre split-zoned (R-2/C-2) parcel, 126 parking spaces (114 required), permeable paving for the lot, east–west pedestrian connectivity to MD Rt. 304, about 2 acres to remain undeveloped, and no traffic study planned; the applicant anticipates a preliminary site plan in May and potential construction in late 2023. During the Comprehensive Plan discussion staff reported water permit and capacity figures (MDE permit 645,000 gpd; recent average 360,912 gpd leaving 258,088 gpd available), EDU reservations (about 62 residential and 68 commercial reserved; one EDU = 200 gpd) and remaining EDUs; three town water storage tanks and their capacities were noted. Council President Kline reported state budget funding was obtained for wastewater treatment plant upgrades and that Ordinance 09-2022 (growth allocation) expired due to Council inaction; the meeting adjourned at 9:06 p.m.
