The Planning Commission met on October 19, 2022 and approved the September 21 minutes. The Commission approved a Preliminary Site Plan and Preliminary Minor Subdivision for a proposed Taco Bell on part of Parcel 98 (Rt. 213 and Laser Drive) with conditions: the applicant must obtain all required local, county, state and federal approvals and permits, and bufferyard requirements and signage standards must be reviewed to the satisfaction of Town staff prior to Final Site Plan review. The discussion of the Taco Bell plan covered added sidewalks and bollard lighting, a revised drive‑thru lane and queuing radius, a request to distribute street trees across the site rather than along Rt. 213, a requirement to meet the 6‑foot maximum monument sign height, and a requested parking reduction from 30 to 27 spaces (presented for consideration). The Commission forwarded Ordinance 10‑2022 to Town Council with amendments, directed staff to release the Draft Comprehensive Plan for a 60‑day public review with a public hearing scheduled for January 18, and discussed water resources ideas (rain barrels, rain gardens, wetlands) for the Implementation chapter; a zoning concern was raised about a marijuana grow field emitting a skunk‑like odor.
