Planning Commission — 2022-10-05

This was a Centreville Planning Commission public workshop on October 5, 2022 to review the draft Comprehensive Plan. Town Planner Chris Jakubiak presented slides (made part of the record) covering five plan goals and detailed recommendations on expanding the municipal water and sewer system, including WWTP data: a permitted discharge of 542,000 gpd, a 2021 average flow of 506,000 gpd (93% of capacity) leaving about 36,000 gpd remaining (roughly 144 houses). The presentation recommended modernizing and expanding the WWTP with options from about 542,000 gpd up to 1.25 million gpd (noting 1.25 million gpd would be needed for planned growth to 2040) and adding another spray irrigation field; household and population projections for 2040 were also shown. Discussion covered growth-area policy and annexation rights, the possibility of amending the growth boundary near Rt. 213 & 301, comments from residents about extending Coursevall Drive and including Tidewater Direct property in the growth area to support commercial/industrial uses, zoning to attract healthcare facilities, and walkability/sidewalk gaps. Council President Kline reported two new council members and that the Council is still addressing the Growth Allocation for the Carter Farm; the workshop adjourned at 9:10 p.m.
