Planning Commission — 2022-09-21

The Centreville Planning Commission met September 21, 2022. The Commission approved the August 17, 2022 meeting minutes and the September 7, 2022 work session minutes (each with some abstentions). Bohler Engineering presented a preliminary site plan and minor subdivision for a proposed Taco Bell on Rt. 213 at Laser Drive; the Commission listed specific items the applicant must address before preliminary approval (bufferyard compliance, architectural renderings and material samples, photometric plan, dumpster enclosure elevations, detailed signage and menu board specs, pedestrian walkway realignment with landscaping and lighting, and a secondary east-side pedestrian access) and agreed the flat-roof expression is acceptable and that parking could be reduced by about four spaces; a Commission member also requested the applicant consider adding an EV charger. Ordinance 10-2022 (code reference correction) was tabled to October 19. Draft Comprehensive Plan chapters (Municipal Growth and Community Facilities) were distributed, the draft will be available for public review on September 28, a public workshop on the draft is scheduled for October 5, and the Water Resource chapter will be reviewed in October. The draft Community Facilities section describes the Town water system: three operating wells, three storage tanks (100,000; 200,000; 300,000 gallons) and two treatment facilities (750,000 gpd and 720,000 gpd with arsenic removal), a planned fourth elevated tank up to 600,000 gallons near MD Route 304, and notes a maximum permitted extractive capacity of 645,000 gpd (the draft leaves current average use and EDU conversion values blank).
