Planning Commission — 2022-06-15

The Centreville Planning Commission met June 15, 2022; Chair Kara Voight called the meeting to order and members approved the May 18 (as amended) and June 1 minutes. In New Business, Town Planner Chris Jakubiak noted the State-required 2021 Annual Report form had been converted into a letter for submission and instructed that item 5 be changed to “yes” before sending to the Maryland Department of Planning. In Unfinished Business the Commission discussed Comprehensive Plan Chapter III (Municipal Growth): a typographical edit was identified, the Commission reviewed annexation eligibility and Town Council discretion, and Jakubiak outlined that the town’s existing parcels could accommodate more development than likely over 20 years while recommending evaluations of three growth scenarios (high/medium/low) for impacts on schools, traffic (including Rt. 213), emergency services, and key facilities to inform land use decisions. He also explained that site plan review is administrative, that growth allocation and water/sewer connection decisions affect when substantive objections can be raised, and that the Town Council retains final authority over water/sewer connections and approval conditions. The July 6 work session was cancelled and the meeting was adjourned after no citizen comments.
