Planning Commission — 2022-06-01

The Centreville Planning Commission work session on June 1, 2022 focused on the draft Comprehensive Plan Land Use chapter presented by Town Planner Chris Jakubiak. Commissioners reviewed and proposed specific edits (wording change requested by Pat Fox, note Providence Farms to the east, and removal of a PUD designation from 408 Chesterfield Avenue/Carter Farm), discussed encouraging residential development in and around downtown, and debated changing some commercial zoning designations (suggested converting C-3 along Water Street and Railroad Avenue to C-2 and the east side of Pennsylvania Avenue to CBD). Staff raised ideas to promote downtown vitality (incentives to convert upper floors to housing) and the possibility of condominiums on Banjo Lane if ground-floor commercial demand is low; the Municipal Growth chapter (Chapter III) was distributed but deferred to the June 15 meeting. No citizens spoke; Council President Steven Kline reported a public hearing on Ordinance 07-2022 (Zoning Text Amendment – Convenience Stores) is scheduled for June 23 and that the Town Council will seek clarification on Growth Allocation conditions at its June 2 meeting.
