Planning Commission — 2022-05-04

This is the minutes of a Centreville Planning Commission work session on May 4, 2022 focused on the draft Comprehensive Plan (Working Draft dated April 27, 2022). Town Planner Chris Jakubiak presented slides and data highlighting sewer capacity constraints: permitted capacity 542,000 gpd, current average use 477,000 gpd, net remaining capacity 39,000 gpd (about 156 EDUs) after current commitments, and that projected housing demand (an estimated 620–830 additional units) far exceeds available sewer capacity. The Commission discussed potential responses including expanding the wastewater treatment plant (current planning to 1.0 million gpd and possible further expansion later), keeping the Town growth area unchanged except an extension to Rt. 301, and using annexation conditions to require developers to provide needed public facilities (water, sewer, broadband, etc.). The draft plan labels 425 S. Commerce Street as an environmental corridor and recommends securing trail access and keeping development at least 50 feet from the trail; commissioners also discussed adding a requirement that annexed land retain a minimum percentage of open space. No citizens spoke; the work plan/timeline was reviewed (June–October chapter work, September public workshop, October public hearing).
