Planning Commission — 2021-11-17

The Centreville Planning Commission met November 17, 2021 for a work session focused on the Town’s Combined Working Draft of the Comprehensive Plan and how it aligns with the draft Queen Anne’s County Comprehensive Plan. Commissioners reviewed County recommendations (60-day comment period open until December 13) about directing growth to existing population centers, identifying County growth areas around Centreville, APFO expectations for annexations, and proposed employment/industrial uses at interchange areas including Rt. 301/213 and Rt. 304. Staff noted capacity estimates (Centreville ~1,900 households, County growth areas capacity ~4,700 households, Town infill capacity ~731 units), and emphasized that water and sewer infrastructure decisions (including a planned FY22 spray field farm purchase) will be critical to whether growth and infill can occur; Mr. Jakubiak will give points to Chair Brown for a letter to the County. The Council report noted the Council has not yet resolved growth and utility capacity questions, mentioned the Carter Farm development and an aggressive developer schedule, and reported the Council recently passed a zoning/subdivision text amendment by a 4–1 vote. No citizens spoke at the start of the meeting; later comments were provided by Tim McCluskey and Economic Development Manager Paige Tilghman; the session adjourned at 8:19 p.m.
