Planning Commission — 2021-05-19

The Centreville Planning Commission met May 19, 2021; the meeting was called to order at 7:01 p.m. and members approved the April 21 minutes (as amended) and the May 5 work session minutes. The Commission reviewed a variance request for 107 Price Street and voted unanimously to advise the Board of Appeals in writing that the requested variance is consistent with the Centreville Community Plan. Members spent substantial time on Ordinance 07-2021 (Carter Farm), where Town Planner Chris Jakubiak reported that the draft text would effectively create a new "agri-hood" zone that supersedes the TND designation and represents a policy change not included in the Comprehensive Plan; he recommended targeted amendments to the PUD regulations or a Comprehensive Plan amendment instead, and listed three major and seven smaller concerns in a May 17 memo. Representatives of the contract purchaser/developer (Green Development Inc., Sota Construction Services, and ReMake Group) attended and asked for clarity; several commissioners expressed reservations about connectivity, public safety, and whether the concept continues the town fabric. Other agenda items noted include unfinished business on accessory buildings and an approved building permits list for April 2021; no citizens spoke during the meeting.
