This record is the minutes and supporting memorandum for the Centreville Planning Commission work session on May 5, 2021, where the commission and staff discussed the Town’s Comprehensive Plan Land Use chapter and draft 2040 land use map. Staff reviewed sewer and water capacity: 317 EDUs are available, measured flow is under 200 gpd, the Town’s manual recommends a 20,000 gpd wet-weather reserve, there is potential demand for about 1,113 more housing units, and the Town has budgeted to acquire another farm for land application but will ultimately need to expand the wastewater treatment plant. Commissioners discussed creating new zoning categories (Residential Reserve, Open Space, Institutional), clustering very low-density development until public utilities exist, making several parcel-specific rezoning recommendations (e.g., a small R-3 tract north of the mini-warehouses to C-3; make Centreville Park Apartments fully R-3; designate marshlands/parks as Open Space/Resource Conservation; designate schools/churches as Institutional), and the first-come/first-served basis for allocating water and sewer capacity.
